The government council of Madrid has authorised the signing of an agreement between the Consejeria de Economia e Innovacion and the Instituto Tecnologico Hotelero to start this instituition. The agreement, which has an economic endowment of a million Euros, has a validity up to year 2005 and will serve to contribute with the derived expenses of the starting of the Institute.

The creation of the Instituto Tecnologico Hotelero responds to a demand of the hotel sector through the CEHAT, the Spanish Federation of Hotels and Tourism Accommodation, a business organisation from the national hotel sector which represents 46 associations in Spain, among which is the AEHM, the hotel business association in Madrid, who is also the instigator of the project.
